Decarbonisation options for the ASM motorway maintenance programme

Auckland Transport (AT) and WSP NZ developed a Resilience Assessment Framework to identify and proactively target climate‑related risks across roads, structures, and public transport assets.
Built on AT’s Climate Change Risk Assessment and aligned to network importance, the framework combines exposure, vulnerability (sensitivity and adaptive capacity), and service importance to identify “resilience gaps” and guide investment decisions over both ten and thirty year horizons. It translates climate hazards such as flooding, landslides, and coastal erosion into portfolio‑wide GIS layers, screens for critical assets, and sets target resilience levels of service (LOS) that call for a conscious mix of renewals, Operations & maintenance and structural improvements. The initial framework submission is designed for refinement as data matures, giving AT an evidence‑based, region‑scale pipeline of prevention works to reduce the impact of climate hazards and sustain service through future events.
The aim of this presentation is to provide an overview of how AT's AWM data was combined with geohazard data to identify resilience risks, how the resilience risk were addressed, and how a 10-year costed investment programme was developed.
Cal Roughan is a senior asset management engineer with a background in data analytics, mathematical modelling, and climate change. At WSP, Cal primarily contributes to projects relating to infrastructure investment decision making, climate resilience, AWM data management, and economics. Cal played a key role in the development of this resilience assessment framework.
