The REG Competency Project addresses New Zealand's road transport sector's critical shortage of skilled practitioners. With declining investment in training and capability gaps limiting sector progress, practitioners are often stretched beyond their skill level without defined career pathways.
This project delivers a sector-wide framework and assessment tool aligned with international standards (ISO 55001:2024 and GFMAM Landscape v3), initially focusing on three priority areas: asset management, asset management data quality and technology, pavements and quality management. The project then will look beyond to the other disciplines across our sector, i.e. maintenance management, chip seal surfacing, drainage, etc. The project will create consistent definitions for transport activities from planning through delivery, measure competency across the sector, and identify capability gaps to support informed decision-making.
The framework supports career development while fostering a culture of continuous improvement. Individuals will gain clarity on their skills and opportunities for improvement. Organisations will access data for strategic learning and development decisions and benchmark their capabilities. Most importantly, our sector will have access to comparable data to track progress over time.
Success depends on sector participation in workshops, pilot testing and organisational advocacy to ensure the framework meets real-world needs. Please email REG if you’d like to be involved — reg@nzta.govt.nz
